Is the damage to other enemy models as a result of Bombard half of the net damage dealt to the original target or half of the base damage from the weapon's attack profile?
The damage is half of the net damage after applying effects like a model's RES.
Does Critical Rage require the model to be unengaged to make a Basic Attack with a RNG or MAG weapon?
Yes, all the normal requirements for making a ranged or magic attack must be met which includes range, line of sight, melee engagement and whether they have the Point Blank rule.
Do Combat Manoeuvres that requires checking a distance against the original target model still work if the target model is killed by the damage from the basic attack that triggered the manoeuvre?
If the model is no longer on the table (dead) then no you cannot choose a target within range of it. So, the Combat Manoeuvre would fail.
