Yes. In this instance the Fate cost of the ability is increased before the payment for the ability is made. Blessings of Tomas are not Fate but can be used to pay for part or all of that increased Fate cost.
Does a model with Fly take damage from Treacherous Ground?
A model with Fly ignores the damage from Treacherous Ground only on a Charge action and only if the model does not end on a Treacherous Ground hex.
