No. Heroic Stand can only be triggered when a friendly hero to Skye is targeted.
When an ability diverts damage to models other than the original target, that ability becomes the source of that damage. This means that combat manoeuvres can only be applied to the initial target of the attack. An example ability is Skye's Diversion ability. So, even if all the damage is diverted to an ally, only the original target of the Basic Attack can be the target of any Combat Manoeuvres. Xyvera's Soul Link is another example.
The owning model cannot trigger Heroic Stand in reaction to a Basic Attack that targets them. The owner of Heroic Stand chooses whether to trigger it. Damage dealt to the friendly model is marked against temporary health first. Any remaining temporary health is removed at the start of the owning model's next activation.
Yes. If Skye's placement results in the original attack being illegal (e.g. if he now engages a model trying to do an RNG or MAG attack), then the attack cannot proceed and the attacking model loses its action points.
