When a model pushes an enemy into a monster, does the Monster attack first or does a model with an ability with the clause 'immediately after resolving an attack' first?

The first attack must be completely resolved before an Active Ability (like Hammer Time) may be used, therefore the Monster will attack, then a model may use other abilities.

When placing Thrommel as a result of Dwarf Toss, can he be placed in the hex he is already in, to effectively knock down enemy models that are already adjacent to him?

Yes, Thrommel is within 3 hexes of his current hex and can be placed there, knocking down any enemies that he is currently adjacent to.
